“Are you sure another OA journal is needed?”

When I said that I’ll launch my open-access journal (OA j), Mr. Bealle asked me to think it again. I understand that he’s tired to see another greedy and irresponsible publisher. This is a very complex question, my original answer was here: http://scholarlyoa.com/2014/01/02/list-of-predatory-publishers-2014/#comment-179500

Basically, OA is necessary, especially when you want to read papers off campus, or your university’s budget is too small to afford many subscriptions. My university actually makes me feel that the Elsevier is the only publisher in this world.

Is another OA j needed? Bringing one aspect of this question down to some numbers, a good OA journal publishes less than 50 papers per year. For a popular research area, this is a small number, which should be met within 2-3 years, if the journal has a responsible editorial team. In my opinion, making a good journal is only related to the quality and efforts of the editorial team. High article processing charge (APC) is not necessary.
